New support rules for Ukrainian citizens – ABSL Comment
A government draft amendment to the Act on Assistance to Ukrainian Citizens, published on the Chancellery of the Prime Minister’s website, proposes extending the legal stay of Ukrainian nationals in Poland until March 4, 2026, while introducing more precise and restrictive regulations regarding residence, employment, and access to benefits.
Key changes include:
- A one-time temporary residence permit for individuals who do not meet standard eligibility criteria – replacing the current possibility of annual renewals.
- Expanded grounds for revoking permits, including submission of false data, forged documents, or sham marriages.
- Clarified rules for granting CUKR status – applicants will be allowed to stay legally in Poland while awaiting a decision.
- No indication that the notification-based employment procedure will be abolished – a point of reassurance for employers.

According to Wysłocki, the proposed changes set clear timeframes for Ukrainian nationals to gather documentation proving their eligibility for further stay. This is a step toward greater transparency and legal certainty – both for migrants and their employers.
The draft also includes updates related to accommodation, education, social benefits, PESEL registration, and continued employment in medical professions. Additionally, the government plans to phase out the “Work in Poland” portal.
